However, out of a total of 190,161 PAUD institutions already accredited, the majority are kindergartens (TK), i.e.: 31,475 institutions. Such conditions depict there are still more institutions whose equipment and infrastructure conditions and the quality of their teacher competency is not yet in accordance with the standard.Director of PAUD Development Ministry of Education and Culture, Ella Yulaelawati announced, from a total of 588,475 educators/teachers for PAUD, most, i.e. 289,762 people are still SMA graduates. There are also SMP graduates, i.e.: 22,972 people. While educators who are already S-1 graduates are only 196,181 people.The latest study of Education Sector Analytical and Capacity Development Partnership (ACDP) states, there are still many nonformal PAUD institutions not capable of meeting all eight standards set in Minister of Education and Culture Regulation Number 137 Year 2014 on PAUD National Standard.

In order to provide quality learning, PAUD teachers should have personal skills, commitment, and affection towards children rather than merely formal qualifications.Tedjawati, from the Center of Education and Culture Policy Research Kemdikbud said, in the meantime, the educational backgrounds of educators in PAUD still could be understood/tolerated because the process of competency improvement is also underway. Sayangnya, pada masyarakat modern saat ini, anak belum tentu bisa menggambar garis lurus malah belajar menghitung.Ahmad menambahkan, salah kaprah pandangan orang tua saat ini disebabkan oleh cara menilai prestasi anak dari hal yang berbau matematika atau akademik dan melupakan prestasi nonakademik.

Anak-anak, sesuai dengan perkembangannya, membutuhkan permainan.Anak-anak ditindas oleh keinginan orangtua yang menganggap kualitas PAUD diukur dari hasil membaca, menulis, dan berhitung anak-anak. Penindasan dalam bidang pendidikan sudah sering disoroti selama ini.Siswa dan mahasiswa di Indonesia dinilai terlalu dijejali berbagai mata pelajaran atau mata kuliah yang menekankan daya menghafal ketimbang daya reflektif kritis dan dialogis. It criticized the inclusion of reading, writing and counting into learning materials since it did not only burden early-aged children (0 -6 year-old children) who were still in their playing ages but also oppress the children. This oppressive education was explored at a discussion titled “Holistic and Integrated Early Childhood Education (PAUD): Prospects and Challenges” held by Education Sector Analytical and Capacity Development Partnership, among others by questioning the learning of reading and counting at PAUD.The oppressive education is surely misleading since it can undermine and do harm to child development. Child period is supposed to be beautiful and pleasant, among others by enjoying freedom to play. Furthermore, playing -aside from a productive being- is one human nature. Children, compatible with their growth, need games.Children are oppressed by the desire of their parents who deem PAUD quality is measured by its students’ competency to read, write and count. In fact, repression in the education sector had been frequently highlighted.School and university students in Indonesia are deemed overwhelmed by various subjects and courses that emphasize memorizing instead of reflective, critical and dialogic thinking.

Teachers cannot be completely blamed for this situation since they are required to comply with curriculums developed by the government. There is no assurance the curriculums are relevant with education needs.Indonesia’s education challenges does not only relate to its process but also indeed to its results. Dalam Permendikbud No 137/2014 tentang Standar Nasional PAUD, salah satunya menyebutkan proses pembelajaran pada program PAUD harus sesuai dengan tingkatan usia anak.Harris mengatakan, memang sebenarnya tidak ada larangan mengajarkan anak membaca saat PAUD, tetapi kalau dilakukan dengan pendekatan yang tidak sesuai itu bisa dianggap melanggar. Menurut Harris, pengajaran terhadap anak usia dini harus dilakukan dengan cara-cara yang menyenangkan seperti bermain.

Hal ini diyakini mampu merangsang pertumbuhan otak anak.Akan tetapi, jelas Harris, faktanya, tidak semua lembaga PAUD memakai metode pendekatan semacam itu. Terhadap yang demikian, ia mengakui, tidak akan dikenakan sanksi dalam bentuk apapun. Ketimbang memberikan sanksi, lebih tepat bagi lembaga tersebut diberikan pembinaan sehingga bisa meningkatkan kualitas layanan PAUD yang dinilai masih rendah.Pemerhati PAUD Kasandra Putranto menekankan agar pemerintah bisa memberikan pelatihan secara khusus demi meningkatkan kapasitas pendidikan PAUD di Indonesia. In Permendikbud No 137/2014 on PAUD National Standard, it mentions the learning process in PAUD program should be appropriate to the child’s age.Harris said, there is actually no ban on teaching children to read in PAUD, but if it is done with inappropriate approach could be considered in violation. According to Harris, teaching children in early childhood should be conducted in an enjoyable way such as playing. This is believed to stimulate children’s brain growth.However, explained Harris, the fact is, not all PAUD institutions use such method of approach. Against such practices, he claimed there would not be any sanction imposed in any form whatsoever. Rather than imposing sanctions, it is more appropriate for such institutions to be given guidance to improve PAUD service quality which is still deemed still low.PAUD observer Kasandra Putranto emphasized that the government could provide special training for the sake of improving PAUD education capacity in Indonesia.
